मेरी गुज़ारिश

ठंडी हवा यूँ निकली है मेरे गाल को सहलाकर महकती साँसों की सिसकी ज्यूँ निकाली थी उसने, हल्का सा दबाव मेरे सीने पे वैसा ही है धड़कन तेज़ तेज़ ज्यूँ चलीं थी उसकी ! गले में मेरे सिहर कर बंधी है जो बेल फूलों की घेर कर सारा जहाँ ज्यूँ डाली थी बाहें उसने, एक सन्नाटा सा छाया है चुप हैं सभी वैसे ही जैसे वक़्त ठहर गया था जब पहली मुलाकात थी मेरी उसकी !! हर रोज़ हर लम्हा हर ज़र्रा जिया हूँ यूँ मैं रूह में मेरी ज्यूँ घर कर लिया हो उसने, ले चलो मेरे दोस्त मुझे अब समय हो गया है रुखसती का सालों अलग रह लिए और यादें बहुत तड़पाती हैं उसकी !!!

INTERNATIONAL TERRORISM 1.         Threat of terrorism is no longer limited to a particular country or region. It transcends international boundaries. Advance in technology and communications has extended the reach of groups and States sponsoring terrorism. Sarin gas attack in Tokyo some years ago has raised the danger of weapons of mass destruction falling into the hands of terrorists. Terrorists use electronic media to organise their subversive activities. They have access to flow of funds from abroad, including money raised through so called charitable organisations. They enjoy foreign sanctuaries. They are answerable to none. They violate international standards of human rights, and humanitarian law, with impunity. Organised terrorism as an instrument of policy by certain states is very different in scale, nature and consequences than actions of stray individuals and groups. A THOUGHT

While stir for reservations / quota system on one side and debates on definition of nationalism / patriotism / sedition on other are hogging the nation's attention, two CRPF jawans have lost life while nine are seriously injured in J&K today safeguarding these great citizens of our great country who are hell bent of destroying it from within. A passing thought though...country's superior services who deserve better and higher protocol (read politicians, bureaucracy and judiciary) have once again failed and turned to a inferior service (read armed forces) to restore the situation for them so that they can rule the country from their higher pedestal once again.. till the time they screw it up again.. all the while when veterans are peacefully sitting at Jantar Mantar demanding their due for last one year.

HISTORICAL PERSPECTIVE OF INDIAN FOREIGN POLICY AN ARTICLE BY ATUL KUMAR PUBLISHED IN WORLD AFFAIRS JOURNAL 1.         Indian foreign policy in real terms came into being with the advent of independence in 1947. Till then, the nation, as a satellite of the British Empire , had no diplomatic identity and eschewed those postulates of foreign policy as were dictated by the erstwhile rules. India ’s role in the First World War and the subsequent course of its rudimentary diplomatic overtures were constrained by the prevailing British influence. A fair idea of the ambiance that prevailed at the time of independence can be had from an excerpt of an address by Pundit Jawaharlal Nehru [1] as the Vice Chairman of the Viceroy’s Executive Council (A precursor to self-governance) of 07 Sep 1946 , who said      “We propose, as far as possible, to keep away from the power politics of groups aligned to against one another which have led to two world wars and which may again lead to disaster
